They have 20% less winter-related hozing, but AFAIK this does NOT apply to the blizzard which halves production and doubles firewood needs. but in practice this doesnt work very well. Yeah I get the idea that Bear is best for handling blizzards in theory. That actually DOES still work and is a HUGE help and makes it way less annoying.
Sometimes though you can get lucky and do that mission later after picking up a +GOLD conquest bonus.
