But that has always been my main issue with it. I would say that it does deserve a re-watch as it's been awhile.
In all honesty I don't necessarily HATE any Bond movie, those are just my least favorites. It's still one of those films that I can go back and watch again without hesitation though because it's just such as solid movie. I would say it has more in common with the Bourne films of the period that with earlier Bond films. There's very little the film doesn't get right or do well, but tonally its a pretty big disconnect from previous Bond films. Some of the action scenes (the early chase scene and the car chase scene with the wreck) are top notch and engrossing in their own right. The villain is well acted and has reasonable motivations and doesn't act like a cliche idiot movie villain. That aside, it's one of the best films in the entire series and even if it didn't have nearly 50 years of Bond franchise before it I think it would be the kind of film that could start a 50 year franchise. It lacks much of the playful and mildly lighthearted tone, the high-tech while preposterous spy gadgets, and a few other elements that are staples of earlier Bond films. To me its one of the least 'Bond' movies if you compare it to all the others.
